Your scenario is very common and legitimate. Although Team Explorer is installed, these folks would not have to use the Team Explorer interface which is hosted inside Visual Studio. Instead they can get the benefit of the Team Communications scenarios enabled by TeamLook while interfacing with the Team Foundation Server from within Microsoft Outlook. The Team Explorer install contains assemblies which provides TFS Extensibility scenarios - this is how Microsoft designed it. We would love to be able to include these dependencies in our installer, but we do not have redistribution rights for Microsoft binaries.
